The Egyptians, like all empires of the time, given the low trust of peoples in the region (everywhere), used outsiders to administer the conquered. The jews fit the need.
So, the Jews learned literacy, basic accounting and finance. And the Jewish miracle begins its first generation. It didn’t really succeed until after the Jews learned from Roman law, and pulled the Torah out of mothballs and updated it.
At that point the Masculine Martial Athens vs Feminine Priestly Jerusalem dichotomy emerged between the two peoples who were politically organized by law.
