The french were catholic and killed the protestants and the aristocracy, but they maintained the femininity and authoritarianism of the church, producing a feminine philosophy to replace theology – obedience.
The Germans were protestant(mostly) and restored the masculinity and independence of the european tradition – while trying to produce a rational philosophy to replace theology.
Elluls is just trying to justify the unification of the disciplines preserving theology and philosophy in public matters, (shoulds) while the anglo model is to eliminate bads and leave open the opportunity to discover possible goods.
The difference? The British who invented the modern state, empiricism, and science were a more evolved and higher trust people with the most modern government and the least corruption – especially compared to France. So the British favored liberty, while the french claimed liberty but they maintained authority. This is most evident in the difference between the middle eastern authoritarianism of the napoleonic code, and the european libertarianism of the germanic common law.
