No, you can’t assume an individual has the average IQ of his or her group. Instead you can assume that there are more African Americans, MENA, Indians, SE Asians, Hispanics, with lower IQs per capita than Europeans and East Asians. But for example, there are a LOT of Indians (Hindustanis), despite low average Indian IQ, there are still a LOT of high IQ Indians. Likewise, despite high European IQ there are comparatively few Europeans. So you can only assume the probability of a lower vs higher IQ. And you can assume norms, traditions, values, and institutions evolved to satisfy the majority of that population so you can expect cultural differences dependent upon group IQ.
