THOUGHT EXPERIMENT:
In European history, we had at least two tax systems: the government and the church. Though the ‘government’ could as today, consist of a hierarchy. And that government tax could be constant, usually say 3%, or appropriative (for a given purpose such as war). While the church tax was generally forland rental and some equivalent of Tithes for those that could pay them.

How would you feel if we paid a caretaking tax(church, charity, care), an interior tax (capital public services, largely transport), and a defense tax (law, and military), and that three different institutions, the state (military, law), the government (interior), and the insurer(church, care, charity) were run by different organizations with competing interests?
