It was a good idea. It would just have left the south the dominant civilization on the continent with the south settling the western territories to the coast – and not the north. And the industrial north didn’t want that to happen.

The USA is organized under British(west germanic) government and law, but and germanic civilizations traditions and laws, in imitation of the Holy Roman Empire, which when the USA was founded wast the core of Europe at 1000 years old.

European rates of evolution are faster than the rest because of many small homogenous nation states producing the commons desired by their populations, while allying under the empire then the church.

This is the optimum social political and civilizational order as history has made painfully obvious by the stagnation of every other civilizational order by 800ad.

So, restoring the constitution, the anglo modern state and law, and the organization of germanic european civilization is a rather easy task.

Federalism is always evolutionarily superior to imperialism and the federal govt is now imperial – and imperial is determined at the moment one government determines the cultural direction of any people who wish otherwise.
