The problem is composing a petition that is better rhater than worse. And given the large delta between Secular, christian, jewish, and muslim ethics and morality at present is little easier than it has been in the past. We organize by polar opposite means.

So the problem isn’t another withrawal to separatism (an admission of failure) but petitioning the state for a redress of grievances with sufficient numbers to provide sufficient incentive under threat of civil war to cause that ‘peaceful’ change.
