So the problem isn’t another withrawal to separatism (an admission of failure) but petitioning the state for a redress of grievances with sufficient numbers to provide sufficient incentive under threat of civil war to cause that ‘peaceful’ change.

Better yet, the Anglo model of govt is the oldest, becuase rule of law (contract) under natural law (science of cooperation) requires only changing rules of operation rather than killing a clan or class.
