Better yet, the Anglo model of govt is the oldest, becuase rule of law (contract) under natural law (science of cooperation) requires only changing rules of operation rather than killing a clan or class.

Since all core states fail, a federation can rotate core states as each rises and falls, while preserving evolutionary velocity and preventing stagnation, decline, and collapse.
