That’s empirically false.
There are three means of coercion of man:
1) Feminine: seduction-undermining (religion, norms)
2) Neutral: trade-boycott (commerce)
3) Masculine: defense-force (state)
All always exist. Only the west is trifunctional.
All other civs try to combine them.
