KATE: if you don’t grasp rule of law by (a) federalism, (b) concurrency (c) commonality, (d) individual sovereignty & reciprocity (e) decidability – then why do you have an opinion on what the federal government can dictate for ALL? We are a federation of states, not a ‘country’.
